When will they learn not to send email so often.
Outage duration to date: September 16 - 20th and counting.

Microsoft is working to restore service for customers served from the Americas that may be experiencing an issue where messages intermittently get stuck in the Outlook outbox or OWA (Outlook Web App) drafts folder before sending. Exchange Online engineers have developed a fix and are in the process of deploying it across the affected environment to mitigate end-user impact. The next update will be provided by September 21st, 2013 at 7:00 PM UTC, or upon service restoration.
Thanks to the "someone" who said mail was not being delivered back on the 16th.
