Try freedos:
Grab the freedos iso installer
Get qemu
try this:
qemu -boot d -cdrom fdbasecd.iso -hda /dev/device
I have had better luck with small primary partitions (64 mb)!
Might need to pull the flash drive and let the kernel rescan before doing
any mount up of the old fat filesystem after install of freedos, but you
should be able to copy files after that!
