So much for progress. Looks like the web.config files are shared on IIS 7 unless you make a separate webroot (folder in winders terms) for a separate redirect to happen. If you don't make a folder per virtual site (webroot), the config clobbers the other sites configs (i.e. is shared from the default webroot).
